Health Connector Preliminary Eligibility Notices - Mailing in Progress!

Preliminary eligibility notices for the Health Connector’s 2027 Open Enrollment are being mailed to members - now through mid-September. Some members may have already received their notices. If a member’s preliminary eligibility has been processed, they can access a copy of their notice from their member portal.   

These Health Connector notices tell members about:

• their estimated 2027 Federal Poverty Level (FPL) 
• their program eligibility based on information currently available to the state
• how to update or correct their information, if needed 

Members and those assisting them should take a close look at the notice and table included that compares their current program eligibility to their expected program eligibility to see if there are any expected changes for the coming plan year.

Due to federal eligibility requirements for certain noncitizens, some ConnectorCare members may see their eligibility change for plan year 2027. Members who believe they still qualify for APTC and ConnectorCare coverage should review their application, make any needed updates for their household and submit any required proof within the requested timeframe.

This table above is an example of the information displayed for a current ConnectorCare member whose eligibility is expected to change during the next plan year.

Reminders: 

During this time, before someone’s final eligibility, members can update their application for the next year (2027) or the current year if needed.

• If the changes are for this calendar year, the 2026 application should be updated. 
• If the member expects that information to also be true next year, those changes should be applied to their 2027 application and submitted.

Federal Changes to Noncitizen Eligibility

Effective January 1, 2027, only eligible noncitizens will qualify for federal APTC (and ConnectorCare). To be an “eligible noncitizen,” an individual must qualify as one of the following:

• Lawful Permanent Resident (LPR) – for example, green card holder
• Cuban and Haitian Entrant (CHE)*
• Compact of Free Association (COFA) migrant

*The term “Cuban-Haitian Entrant” (CHE) relates to a benefit eligibility category

rather than an immigration status. Individuals who meet the definition of a CHE may

be eligible for certain public benefits, including help paying for coverage through the

Health Connector.
