The Medicare Savings Program (MSP) helps eligible Medicare beneficiaries pay their Medicare costs. MSP is not insurance plans. They are programs that help lower Medicare premiums and other healthcare costs, including prescriptions.
You can apply by completing and submitting the December 2025 version of the Medicare Savings Program (MSP) application. Due to updates from federal guidance, the application now asks about citizenship and immigration status. If an older MSP application is submitted, MassHealth will let the applicant know if additional information is needed to fully complete their application. MSP applicants do not have to be an existing MassHealth member to apply.
